Title National exams move towards digital transformation as more exam halls and facilities for computer-based testing are being set up.

The MOEX presented a report on expanding computer-based testing facilities at the 35th meeting of the Examination Yuan’s 13th session held today. Attending Ministers without Portfolio discussed increasing the number of computer-based testing halls, fairness and convenience of exam methods, increased use of computer-based testing, promoting computer-based essay questions, and the cost-effectiveness of computer-based testing. Examination Yuan President Huang Jong-tsun suggested establishing an inter-ministerial committee to assist with the expansion of computer-based testing halls and with promoting careful planning of the goals, methods, and schedule in order to seek funding.

To consolidate the diverse development of computer-based testing, the MOEX says they plan to expand the use of computer-based testing to more categories, increase seating, and invite colleges and universities to have examination venues certified for computer-based testing. A new exam district will be assigned for Hualien and Taitung to reduce travel distances for local exam takers. By the end of 2021, there will be a total of 15 exam districts and 6,500 seats. The ministry has also considered the feasibility of installing rented or purchased computer equipment to convert regular classrooms to certified computer-based testing facilities in Taipei, Taichung, Tainan, Hualien-Taitung, and offshore exam districts. The ministry mapped out required human resources and sought funding in order to promote computer-based testing.

Since commencing computer-based testing in 2004, the Ministry has accumulated rich expertise and experience and will start offering computer-based testing for essay exams. In an announcement expected at the end of June, exam categories open to computer-based testing in July 2022 will be published. A promotion campaign in colleges and universities will be held and a survey conducted for people who have taken exams in the past two years. A designated section will be established at the ministry’s website, with an access to information and mock exam software.
