Title A National Examination Milestone: Psychologist Exam to Hold First Computer-Based National Exam Essay Questions in July 2022

Computer-based testing was implemented for national exam multiple-choice questions in 2004. Each year since, over 22,000 examinees across ten disciplines have benefited from the advantages of this testing method, such as immediate grading. To ensure fairness, security, stability, and a forward-looking digital transformation of national exams, MOEX has put great efforts towards implementing diverse exam methods. In July 2022, the first computer-based essay questions will be used for the professional and technical examination for counseling psychologists and clinical psychologists.

Promotional events were held in Taipei, Taichung, and Kaohsiung to demonstrate computer-based testing and give participants a taste of the exam experience. MOEX also sought opinions from academia, supervisory government agencies, and professional societies including the Judicial Yuan, Ministry of Health and Welfare, Ministry of Justice, Taiwan Association of Clinical Psychology, Taiwan Guidance and Counseling Association, Taiwan Counseling Psychology Association, Taiwan Bar Association, Nutrition Society of Taiwan, and the Taiwan Social Work and Education Society as well as advice from Ministers without Portfolio and the Examination Yuan’s digital transformation committee. The following considerations have been made with respect to eligibility requirements and exam level, potential candidates’ computer-skills, the acceptance of computer-based testing, the number of examinees, nature of the exam subjects, and job requirements.

To ensure exam fairness in subjects using computer-based essay questions, all examinees must complete the questions using computers. In special-needs cases, examinees must apply for a paper-based test and any other assistance during registration. The computer-based testing system will be implemented at certified examination centers. The system will auto-save the complete answer process and be able to immediately respond to incidents such as computer crashes and power supply interruptions.

To help with preparation for computer-based testing, a designated section on the MOEX website provides information, a user handbook, and practice tests. Examinees are invited to take advantage of these web-based resources and provide feedback.
