Title Special Civil Service Examination for Indigenous Peoples Held to Ensure Indigenous Right to Employment

MOEX presented a report on the special examination for indigenous peoples at the 53th meeting of the Examination Yuan’s 13 term. Ministers in attendance discussed possible improvements, and Examination Yuan President Huang Jong-tsun pointed out that the examination for indigenous peoples is uniquely intended to protect indigenous persons’ right to work. However, the past decade has seen a decline in applicants and quotas for some categories unmet. Huang suggested MOEX collaborate with educational institutions, hiring agencies, and the Council of Indigenous Peoples to investigate causes, find solutions, and gather opinions from indigenous youth. He expressed his concern for indigenous public sector workers, and called upon the Ministry of Civil Service to review systems that are relevant to indigenous civil servants.

According to MOEX, 94,821 people have registered since exams were first held in 1956. The exam was completed 60,438 times, with 4,684 candidates, 7.75%, passing. Because the number of successful candidates in some categories falls consistently below the numbers needed and the need for improved efficiency, MOEX will work with hiring agencies to review subject appropriateness, adjust the number of exam subjects, and focus on the evaluation of core competencies.

To help preserve indigenous languages as laid out in Article 25 of the Indigenous Languages Development Act, promulgated on June 14, 2017, applicants must present an indigenous language proficiency certificate granted by the Council of Indigenous Peoples. The act, which came into force January 1, 2021, requires certification at the elementary level or above. Beginning January 1, 2024, an intermediate or high level certificate of indigenous language proficiency will be required for level one, two, and three exams. Language proficiency tests have been held twice a year by the Council of Indigenous Peoples since this year. Seize the chance to join the civil service!
