Title MOEX proposes plans to modify competency indicators for national examinations

At the 61st meeting of the Examination Yuan’s 13th term held today, MOEX presented a report on improving competency indicators for national exams. Ministers in attendance discussed topics related to creating competency indicators for each examination category, the need for amendments, and directions for future planning. Examination Yuan President Huang Jong-tsun commented that, techniques and indicators for occupational competency analysis can be applied to a wide range of human resource management needs. He continued that establishing indicators and core competencies would benefit selection and training of government workers and professional and technical personnel, with the appropriate application of competency analysis. President Huang recognized MOEX’s efforts and looks forward to more cross-departmental collaboration.

The report further pointed out that MOEX worked with 26 hiring agencies and professional supervisory agencies between April 2011 and December 2013 to establish a competency indicator system and analysis for 178 exam categories. Now that more than eight years have passed and many of the exam categories and job responsibilities have changed, review and modification of these indicators may be necessary.

MOEX further stated that to serve the ideal of “education for employment, examination for employment, and training for employment, the creation and modification of competency indicators should be done by hiring agencies according to their actual needs. MOEX suggested that existing hiring standards for high tech or skilled government jobs provide clear job descriptions and required core competencies, and be reviewed together with national examination methods and subjects. Feedback will be given to education institutions, training providers, and hiring agencies to serve as a reference for planning education, training, placement, and performance evaluation, in hopes of making the most of the benefits of competency analysis in human resource management.
