In the ever-changing post-pandemic world amid the advent of the digital public service era, MOEX has established a panel to promote national exam digital transformation. To meet hiring needs in the information and digital era, the panel envisions an accelerated “computerizing national exams and data opening”. The panel formed a 10-year plan to digitalize national exam affairs, expand computer-based testing, enhance the scope of national exam data opening, increase digital transformation collaboration capabilities, and improve national exam information security. In January of 2022, MOEX will seek to reach a consensus at an expanded meeting and submit a work report to the Examination Yuan, in hopes of receiving Examination Yuan funding and resource support.
MOEX says the plan is part of the nation’s “digital nation, smart island” policy set during the Examination Yuan’s 13th agenda. The goals of the Examination Yuan’s digital transformation committee are to implement digital governance while moving toward a service-oriented digital government. MOEX put forward 5 strategies and 14 action plans identified during SWOT analysis that aim to incorporate innovative applications such as mobile applications, develop a remote oral exam environment and online grading, promote paperless registration, provide diverse online application services, add value to national exams using AI, and expand computer-based testing. MOEX will adopt a gradual approach while promoting its policies, take full consideration of all stake holders’ interests, and regularly review and adjust the promotion of digital transformation for national exams.
Committed to a fair, safe, and forward-looking digital transformation for national exams, MOEX will begin promoting computer-based testing for essay questions. The July 2022 psychologist exam will be the first exam to use computer-based essay questions, with the traditional Chinese medicine practitioner exam to follow in 2023—a national examination milestone.
