Explanatory Notes
1. Purpose of Publication: This year’s compilation of examination statistics is
published for the purpose of documenting the results of the Ministry of
Examination’s implementation of the national examinations; moreover it serves as
an important reference in the formulation of examination policy.
2. Annual Report Contents: Analytical Summaries and Statistical Tables, each in 3
parts: Introduction, Civil Service Examinations, Professional & Technical
Examinations.
3. Source of Data: This year’s report is based on the materials compiled by the
Ministry of Examination in the process of administering the national examinations,
on the information provided in the candidates’ applications for examination
registration, and on data provided by many departments that is prepared in the
process of producing the agenda, minutes, and records of the Boards of Examiners
or Committees of Examiners which are convened for each examination. If the
Ministry of Examination has delegated the holding of the examination to an
employing agency, the compilation of data is based on the report on the examination
and the related materials submitted by the agency to the Ministry of Examination for
archiving.
4. Period of the Data: In this year’s report the term “year” refers to the calendar year.
Data for the year 2017 encompasses examinations beginning from January 1, 2017
and ending before December 31, 2017, with the exception that for examinations that
have been approved to be held and for which registration application is complete,
but for which the holding of the examination is scheduled for the following year, the
data for the examinations are included in the year of approval.
5. Statistical Units: with the exception of Table 3, which lists “single items” as units, all
statistical tables included in this Annual Report use “individual persons” as the basic
unit. However, as examination candidates may take more than one test, summary
tables and year-by-year tables for assorted testing subjects were compiled using
“individual tests” for “number of persons.”
6. Definition of Symbols: A dash (–) indicates there is no data; an ellipsis ( … )
indicates the data is unclear; a zero (0) indicates the data is less than half a unit.
7. For some tables in this year’s report, because of decimal rounding there may be a
slight discrepancy between the total given at the bottom of a column and a
re-totaling of the items in the column.
