Organizational Structure
The R.O.C.’s Constitution is structured on a “Five-Power Division System”. There are five Yuans under the Central Government- the Executive Yuan; Legislative Yuan, Judicial Yuan, Examination Yuan and Control Yuan. The Examination Yuan is the highest national authority for examination affairs, responsible for national exams and the selection of civil servants. The Ministry of Examination is governed by the Examination Yuan and oversees the administration of national exams.
The Ministry is headed by one Minister who oversees its general operation, assisted by one Political Deputy Minister and one Administrative Deputy Minister. Within the Ministry, there are six operational units, respectively the Departments of Examination Planning, Senior & Junior Examinations, Special Exams, Professional and Technical Exams, Question Bank Management and Information Management. In addition, there are also six supporting units: General Administration; Secretariat; Human Resources; Accounting; Statistics and Ethics. Several councils with different missions have also been set up in response to special or operational needs.
