At the 44th meeting of the Examination Yuan’s 13th term on July 15, MOEX presented an update on its efforts to improve the national exam question bank and question quality. Ministers without portfolio discussed question bank operation and improving exam question quality. Examination Yuan President Huang Jong-tsun indicated that questions in the question bank are important for nation exams, and suggested collaborating with other exam-administering organizations to establish and manage question banks and adopt diverse strategies to uphold the credibility and effectiveness of national exams.

To maintain national exam credibility and fairness, MOEX has maintained the question bank for years with strict standard operating procedures. In response to the rapid development of technology, question access systems have been informatized and access management mechanisms have been established to ensure security. Efficiency is a major consideration in maintaining question relevance, appropriateness, and consistency.

For efficient operation of the question bank and to improve question quality, MOEX has taken adaptive measures to manage the question bank, reinforce testing ideas, clarify testing concepts, and compile questions in a large question bank. Other supporting measures include creating an exam question drafter database, utilizing post-exam exam quality analysis and feedback, holding exam question drafting seminars, enhancing pre-exam inspection of exam questions, improving question quality, facilitating rolling growth, and maintaining a high-quality question bank.

To promote computer-based testing and maintain consistent exam question quality in high-risk subjects, MOEX will continue its efforts to creating exam question banks that make full use of available question banks while maintaining national exam equality and fairness.
