Title Tzu Chi University of Science and Technology Now a Certified Computer-based Testing Facility for National Exams

Since computer-based testing was launched in 2004, exams have been held in MOEX facilities or rented computer classrooms. With the exam facility certification system established in 2010, MOEX began inviting universities and colleges in Taipei, Taichung, Tainan, and Kaohsiung to apply for certification in a fair, just, and open process. Certification is valid for five years.

For more balanced regional development, MOEX has included Hualien in its network of computer-based testing locations for exams starting in 2022. Tzu Chi University of Science and Technology practiced the “Three Goods” — having good intentions (applying for certification), doing good deeds (endeavoring to design a testing facility that meets standards during planning), and speaking good words (promoting positive teamwork in times of difficulty during execution). The University overcame all difficulties and has now been certified, offering six examination rooms seating up to 380 candidates that saves exam takers in eastern Taiwan the trouble of long trips.

MOEX Minister Hsu Shu-hsiang presided over the unveiling ceremony today at the university, with Ministers without portfolio Wu Hsin-hsing and Wang Hsiu-Hung in attendance. The existing computer-based testing method has specific benefits such as service automation, exam question diversity, improved fraud prevention, and immediate grading, according to Minister Hsu. In response to hiring needs in the information age, MOEX has completed trials of computer-based testing for essay questions. The psychologist exam to be held July 2022 will be the first to use computer-based essay questions – a national examination milestone.

The ministry stressed that computer-based testing is currently utilized mainly in exams for medical personnel and may gradually expand to other exam categories. The year 2022 marks the first use of computer-based essay exams. The exam facility in eastern Taiwan will serve local exam takers and is expected to attract other exam takers to identify with the region and pursue medical careers in eastern Taiwan, in turn improving local medical resources available. MOEX will continue to uphold its commitment to maintaining fairness and security in national exams and promote a forward-looking digital transformation.
