At the 188th meeting of the Examination Yuan's 13th term, MOEX presented a summary of national examinations conducted from 2020 to 2023. The presentation reviewed the implementation of these examinations and anticipated future reforms. Examination Yuan President Huang Jong-tsun indicated the need for national examinations to continue to increase the involvement of hiring agencies in the selection process and to ensure that the examinations align with core job competencies, thereby reducing the gap between examination and employment.
MOEX reported that 80 national examinations were held from 2020 to 2023. In addition to written tests, there were 33 oral tests, 10 physical fitness tests, 9 practical tests, 4 reviews of written works and inventions, and 5 verifications of academic and professional qualifications, resulting in a total of 175,263 candidates being selected. During the COVID-19 pandemic, MOEX implemented flexible protocols to continue examinations. In addition to conducting regular national examinations, MOEX has promoted reforms such as promoting bilingual policies, expanding computer-based testing, reducing civil service exam subjects, planning special exams for offshore personnel, merging of local special exams into elementary exams, and expanding oral testing.
In response to the rapidly changing environment, MOEX aims to create a more flexible and professionally focused examination system to meet employment needs. Plans include establishing a national examination research and testing center to enhance test technology and integrating digital technology into national examinations. The goal is to foster optimization and innovation, charting a forward-looking direction for talent selection that aligns with the needs of the country and society, thereby improving the quality and efficiency of public governance.
