The Examination Yuan held the 191st meeting of its 13th term today. MOEX presented a report detailing the development of the level 3 senior examination for civil service professional and technical personnel, along with an overview of the 2023 examination implementation. Examination Yuan President Huang Jong-tsun highlighted the advantages of introducing professional and technical talent into the public sector and suggested ongoing improvements to selection methods to better meet the needs of hiring agencies.

The current level 3 senior examination for civil service professional and technical personnel includes 14 categories. Due to the varying establishment backgrounds and development timelines of these categories, there were differences in the examination system and procedures. The exam’s purpose is to utilize the professional knowledge and practical experience of technical personnel. To ensure fairness, the system has been reformed to improve civil service efficiency by enhancing practical experience, reducing written examination subjects, diversifying examination methods, and increasing the involvement of hiring agencies. Since 2020, MOEX has organized meetings to discuss eligibility requirements, examination subjects, methods, and adjustments in the weight of oral testing.

After the reform, the exam methods for the 14 categories have been standardized to include both written and oral tests. The written exam consists of two subjects and candidates must pass it to proceed to the oral test. The written test accounts for 70% of the total score and the oral test accounts for 30%. Candidates are selected based on their combined scores. The modified examination rules were promulgated by the Examination Yuan on June 7, 2021 and implemented on January 1, 2023.

Candidates who pass the civil service exam for professional and technical personnel already possess substantial practical experience, making them better suited to the professional requirements of the positions. The combination of written and oral tests and the involvement of hiring agencies in the selection process ensures that the most suitable candidates are chosen for public service. The effectiveness of the examination has been recognized by hiring agencies. MOEX will continue to collaborate with hiring agencies to recruit skilled technical personnel and meet the government's demand for professional human resources in various fields.
