The “Enforcement Rules of the Police Administration Act” were promulgated by Presidential Order on January 17, 1976. Paragraph 1 of Article 14 of the Enforcement Rules provides that rank promotion of the police officers shall be determined by successful passing of the rank promotion examinations. The “Regulations for the Rank Promotion Examinations for Police Officers” were subsequently promulgated by the Examination Yuan on June 13, 1984. However, on account of the particular appointment procedures laid out in the “Enforcement Rules of the Police Administration Act,” the central police agencies have not requested these examinations to be held until recently. In 1999, the National Police Agency of the Minister of the Interior submitted a request for two Rank Promotion Examinations for Police Officers to be administered within the ensuing year. The first of these Examinations were accordingly offered on November 12 and 13, 1999; and the second ones, on May 27 and 28, 2000. Both Examinations were administered in accordance with the provisions of the “Regulations for the Rank Promotion Examinations for Police Officers” amended and promulgated on November 27, 1998, with the exception that, with regard to the qualifying standard, the second of these Examinations followed the provisions laid out in the “Regulations for the Rank Promotion Examinations for Police Officers” amended and promulgated on May 9, 2000. Rank Promotion Examinations for Police Officers were later offered for the third time in May 2002. The most recent Examinations were administered in accordance with the provisions of the “Regulations for the Rank Promotion Examinations for Police Officers” amended and promulgated on January 27, 2004.
