The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 21, Paragraph 3 of the Examination Affairs Act.
Article 2
Definitions:
1.Examination hall: Where written exams, computer-based exams, oral exams, psychometric tests, physical fitness tests, or practical tests take place.
2.Invigilator: A person who supervises an examination and ensures proper examination conduct as required by these Regulations and Examination Hall Regulations.
3.Examiner: A person who conducts oral exams, psychometric tests, physical-fitness tests, or practical tests.
4.Examination disqualification: Occurs when a candidate's question papers, answer papers, or any other examination materials provided by the exam authority is confiscated, or when a candidate is suspended from using a computer and disqualified from the examination.
5.Mark penalty: A candidate's non-compliance with these Regulations may result in a mark reduction from the candidate’s score.
6.Subject disqualification: Occurs when a candidate is disqualified from a subject or physical test.
Article 3
Exam districts, exam sites, examination halls, and invigilators shall be arranged to accommodate the nature and scale of the exams and the number of candidates.
Invigilators may include site directors, chief invigilators, invigilators, and site supervisors. For computer-based exams, system administrators and system operators may act as invigilators.
Invigilators must work under the direction and supervision of the Director of Examination Affairs Office and office staff dispatched to the exam district.
Article 4
Invigilator meetings should be held at each site before the examination and may be held jointly when necessary.
Meetings are to be presided by site directors. If the director is unable to preside, the Exam Affairs Office may assign a substitute to fulfill the duty.
Invigilators should all attend meetings and shall not arrive late or leave early.
Article 5
Invigilators must:
1.Distribute and collect exam question papers, exam answer papers, and exam related materials provided by the exam authority.
2.Check the identity of every candidate attending the exam session.
3.Announce any change, extension, suspension, or emergency measures that would affect the exam, in accordance with orders from the Director of the Examination Affairs Office.
4.Direct and maintain order within the examination hall, and respond to any candidate misconduct or violation of examination hall regulations.
Invigilators shall read instructions to candidates as ordered by the Examination Affairs Office before the first exam session starts.
Article 6
Check the identity of every candidate attending the exam session in accordance with Examination Hall Regulations.
Any case where candidates who do not present valid identification or whose identification is questioned but have provided an affidavit and been photographed for evidence may be allowed to sit the examination must be documented. However, if a candidate fails to present valid identification before the examination ends, invigilators shall document this in writing.
Article 7
During the examination, invigilators shall direct the conduct of examinations in accordance with Examination Hall Regulations and these Regulations.
Article 8
For examinations held indoors excepting oral examinations, physical fitness examinations, or any other exam taken by turns, invigilators shall determine when candidates should enter or leave the examination hall in accordance with Examination Hall Regulations and the examination announcement.
Article 9
Before the exam session starts, invigilators should direct candidates to remove unauthorized items from their person and their seats.
Article 10
Invigilators may have candidates sign an attendance record or record by photograph or video means candidates and the examination in progress.
Article 11
Candidates who are allowed to temporarily leave the examination hall must be accompanied by a staff member and the instance reported to Examination Affairs Office staff at the district. The accompanying staff member should ensure the candidate has complied with Examination Hall Regulations while away from the examination hall.
Article 12
During the examination, examiners or invigilators should immediately stop candidate misconduct.
Article 13
For exams held indoors, if a candidate requests clarification of any exam questions, invigilators shall immediately report to exam affairs staff at the exam district and shall not provide answers themselves.
Article 14
For examinations held indoors excepting oral examinations, physical fitness examinations, or any other exam taken by turns, invigilators shall collect answer papers, practical exam materials, or any other returnable materials when the exam session ends. Candidates who have completed the exam may then leave the examination hall. Candidates who have left the examination hall are not allowed to re-enter unless considered appropriate.
Article 15
Any candidate found to have violated Examination Hall Regulations should be disqualified from exam, lose points, or be disqualified from a subject. Invigilators shall take the following actions:
1.Immediately halt candidate misconduct and confiscate or remove unauthorized items.
2.Document the misconduct and have the candidate in violation sign the report for recordkeeping. If the candidate refuses to sign, the invigilator shall document the candidate’s reason.
3.Keep evidence of violation intact. If necessary, invigilators may confiscate unauthorized items.
During examination, if a candidate is suspected in violation of Examination Hall Regulations but no definite evidence has been found, invigilators may change the candidate's seat, prohibit the candidate's misconduct, or take necessary actions before allowing the candidate to continue sitting for the exam; the incident shall be documented.
Article 16
Any decision to disqualify a candidate from an examination due to violation of Examination Hall Regulations should be made jointly by invigilators and examination affairs staff and passed to the candidate.

Article 17
Candidates whose misconduct is found in violation of Examination Hall Regulations and criminal law shall be disqualified from the exam, lose points, or be disqualified from a subject, and shall be reported to authority in charge of examination affairs.
Article 18
The following activities in and around examination venues during examination are prohibited. Invigilators have the authority to stop such misconduct and may request violators to leave the examination venue. Serious violations will be reported to the police.
1.Distributing or putting up flyers, soliciting sales, or engaging in any promotional or commercial activities.
2.Causing noise, disruptions, or acting in such a way as to upset proper conduct of the examination.
Article 19
These Regulations shall come into effect upon promulgation.
In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
