Regulations Governing the Implementation of Electronic Service for National Examination Registration and Application Cases

The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 22 of the Examination Affairs Act.
Article 2
The term “electronic service,” as used in these Regulations, refers to notifications to examinees, in the processing of examination registration and application cases, by means of electronic transmission, facsimile, text message, email, or other electronic documents. Such notifications shall be deemed service effected by the agency.
The “registration and application cases” mentioned in the preceding paragraph refer to the following:
1.Registration for national examinations.
2.Applications for score rechecking and for the review of examination papers.
3.Applications for exemptions from examination subjects, examination methods, or staged or sectional examinations for professional and technical personnel examinations; applications for exemptions based on practical experience and professional training; and the review of records of practical experience and professional training.
Article 3
The Ministry of Examination may, in accordance with the service methods prescribed in these Regulations, notify examinees of the following matters:
1. Notification requesting payment of required fees or submission of missing documents within a prescribed time limit if such fees or documents have not been submitted or are incomplete.
2. Notification that a registration or application is not accepted.
3. Notification of the results of score rechecking or examination paper review where the original score determination is upheld.
4. Replies to other types of applications.
Notifications of returned registration materials, rejection of applications, or decisions requiring a change to the original score determination shall be made by registered mail.
Article 4
Service shall take effect upon successful transmission via the service methods prescribed in these Regulations. If transmission is unsuccessful, it shall be retransmitted or effected by other methods deemed service by the agency.
If an examinee fails to pay, supplement documents, or cooperate in related matters within the prescribed time limit as notified under the preceding Article, the notification shall still be deemed duly served if the examinee acknowledges receipt of the notification or if receipt can be proven.
Article 5
Examinees shall ensure that the email addresses, mobile phone numbers, and other contact information they provide are accurate and functional, and shall review notifications from the examination authority in a timely manner.
Article 6
Service conducted in accordance with these Regulations may be performed at any time.
Article 7
Where examinations adopt the service methods prescribed in these Regulations, such methods shall be specified in the examination information pack or relevant application forms.
Article 8
These Regulations shall come into effect upon promulgation.
