The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 9, Paragraph 3 of the Examination Affairs Act.
Article 2
Meetings of the Board of Examiners (hereinafter “the Meeting”) shall be convened by the Chair of the Board of Examiners, who shall preside over the Meeting. If the Chair is unable to attend for any reason, he or she may designate a member of the Board of Examiners to act on his or her behalf.
If the Minister of Examination is unable to attend the Meeting for any reason, he or she may designate a Deputy Minister to attend on his or her behalf.
Members of the Board of Examiners shall attend the Meeting in person and may not appoint another person to attend on their behalf.
Article 3
The following persons may be invited to attend the Meeting:
1.The heads of the employing or appointing agencies and the supervisory personnel responsible for examination administration.
2.Drafters, graders, reviewers, oral examiners, psychometric test examiners, physical fitness test examiners, and practical test examiners.
Article 4
A meeting of the Board of Examiners may be convened only when a majority of its members are present. Resolution shall require the a approval of a majority of the members present. In the event of a tie vote, the Chair shall decide the matter.
Article 5
The agency responsible for examination administration shall submit all significant matters relating to the examination administration to the Meeting.
Article 6
The following matters prescribed in Article 9 of the Examination Affairs Act shall be resolved by the Meeting:
1.Determination of the standards for question drafting, grading, and review.
2.Allocation of question drafting and grading assignments.
3.Review of examination scores.
4.Adoption of the methods and standards for score conversion.
5.Determination of the selection or passing standards.
6.Unsealing and verification of the sealed name register, works or inventions, and the identification numbers assigned to the relevant documents.
7.Publication of the list of successful or qualified candidates.
8.Other matters requiring deliberation.
Article 7
All matters resolved by the Meeting shall be kept confidential prior to the publication of the examination results. Members attending the Meeting, invited attendees, recording personnel, and all other personnel involved in examination administration shall maintain strict confidentiality.
Article 8
These Regulations shall take effect upon promulgation.
