The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.
Article 2
The Senior Professional and Technical Examination for Plant Doctors (hereinafter “the Examination") is administered annually and may be held at other times when necessary.
Article 3
R.O.C. nationals who have graduated with a diploma from a department, graduate school, division, or program in the fields of plant medicine (and safe agriculture), plant protection (or technology), plant pests and diseases, entomology, plant pathology (and microbiology), agronomy, agricultural production (technology), horticulture (including landscape architecture and biotechnology), agricultural chemistry, soil (environmental) science, forestry (including resource conservation, natural resources, nature conservation, resource management, or resource technology), forestry (including natural resources) research, natural resources, agricultural science and technology, or (smart and) refined agriculture from public or registered private junior colleges or institutions of higher education in the R.O.C., or from foreign junior colleges or institutions of higher education recognized by the Ministry of Education, may take the Examination.
Article 4
Those who are disqualified from practicing as plant doctors according to the Plant Doctor Act or who are ineligible to take national examinations according to other laws and regulations may not take the Examination.
Article 5
MOEX shall establish a plant doctor examination review committee to deliberate eligibility cases for this Examination. The results of the review shall be approved by MOEX and submitted to the Examination Yuan for record.
Article 6
The Examination is conducted in the written form and shall include the following subjects:
Plant disease diagnosis and prevention
Plant pest diagnosis and prevention
Plant physiology and diagnosis and treatment of physiological disorders
Plant cultivation management, and soil and fertilizer science
Pesticide pharmacology and application
Integrated pest management
The questions for all subjects in this Examination shall be in the form of multiple-choice questions.
Article 7
To pass the Examination, candidates must obtain a final score of 60 points or higher. However, candidates who receive a score of zero in any subject will not pass the Examination
if they receive a grade of zero on any exam subject.
Absence from any subject will result in a score of zero for that subject.
The final score referred to in the first paragraph is calculated as the average score of all exam subjects.
Article 8
Foreign candidates who meet the eligibility requirements set out in Article 3 and do not meet conditions set out in Article 4 may take the Examination.
Article 9
The list of candidates passing the Examination will be submitted by MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of Agriculture for reference.
Article 10
These Regulations shall come into effect upon promulgation.
