The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

 Staged Senior Professional and Technical Examinations for Medical Doctors, Dentists, Chinese Medicine Practitioners and Pharmacists (hereinafter the “Examinations”) are conducted in two stages.

Examinees who do not pass the first stage examination may not sit the second stage examination.

 

Article 3

The Examinations are held once every year, and temporary examinations may be held when deemed necessary.

 

Article 4

The Examinations are held in written form.

 

Article 5

Persons to whom circumstances stipulated in any subparagraphs of Article 5 of the Physicians Act and Article 6 of the Pharmacists Act applymay not sit the Examinations.

Persons to whom circumstances stipulated in Article 22, Paragraph 2 of the Civil Service Examinations Act and Article 19, Paragraph 2 of the Professional and Technical Personnel Examinations Act apply may not sit the Examinations.

 

Article 6

ROC nationals, who meet any qualification standards for medical doctors, dentists, Chinese medicine practitioners, and pharmacists’ categories as stipulated in Appendix 1, may attend the respective stage one examinations.

Persons to whom circumstances stipulated in Paragraph 1, Subparagraphs 1 and 2 for the pharmacists category in Appendix 1 apply may sit the Staged Senior Professional and Technical Examination for Pharmacists before June 30, 2018.

 

Article 7

ROC nationals, who meet any qualification standards stipulated in Appendix 1 for medical doctors category in Paragraph 1, Subparagraphs 1-4, or for dentists category in Paragraph 1, Subparagraph 1, or for Chinese medicine practitioners category in Paragraph 1, Subparagraphs 1-3, or for pharmacists category in Paragraph 1, Subparagraphs 1-2 , and have taken the first stage examinations for medical doctors, dentists, Chinese medicine practitioners, and pharmacists or have passed the first stage examinations, may attend stage two examinations for medical doctors, dentists, Chinese medicine practitioners, and pharmacists. Those who do not pass the second stage examination within six years must retake the first stage examination.

 

Article 8

Examination subjects and question types for medical doctors, dentists, Chinese medicine practitioners, and pharmacists categories of this Examination shall accord with regulations stipulated in Appendix 2.

 

Article 9

To review cases where examination eligibility and other questionable situations may occur, the MOEX may establish Professional and Technical Examinations Review Committees for the medical doctors, dentists, Chinese medicine practitioners, and pharmacists categories. Review results shall be approved by the MOEX and reported to the Examination Yuan for record.

 

Article 10

When registering, candidates should submit the following documents and fees by mail:

1.Registration form.

2.Proof of exam eligibility.

3.Copy of citizen identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter “Overseas Missions”) proving them to be R.O.C. nationals residing in a foreign country.

4.A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.

5.Registration fee.

6.Other relevant verification documents.

Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the MOEX registration website.

 

Article 11

All required verification documents, such as foreign graduate certificates, diplomas, complete transcript of studies, proof of evidence for credits, proof of evidence for past work experiences, examination score sheet or qualification notification, or copy of regulation, must be submitted in their original copies, along with copies and Chinese translated versions approved by overseas missions or Chinese translated versions recognized by a domestic notary public.

Original copies of the aforementioned verification documents may be replaced by copies approved by local legal notary public to be exactly the same as the original, and must also be approved by overseas missions.

 

Article 12

Qualification standard for stage one and two examinations is set at total score of 60 points.

The total score for first stage and second stage examination for medical doctors, dentists and pharmacists shall be calculated according to the average score of all examination subjects.

The total score for first stage examination for Chinese medicine practitioners shall be calculated with the Chinese subject score accounting for 20% of total score, whereas total score of all other subjects shall account for the remaining percentage. The total score for the second stage examination shall be calculated according to the average score of all examination subjects.

For the aforementioned qualification standard for stage one and two examinations, if any subject were to receive a zero point score, the examinee would be regarded as disqualified. Missing attendance at any examination subject would result in a zero point score.

 

Article 13

Foreigners that satisfy qualification standards stipulated in Appendix 1 and are not of circumstances stipulated in Article 5 may sit stage one of the examinations for the respective medical doctors, dentists, Chinese medicine practitioners, and pharmacists categories. Examinees who have passed the first stage examination may sit the stage two examinations for medical doctors, dentists, Chinese medicine practitioners, and pharmacists. Those who do not pass the second stage examination within six years must retake the first stage examination.

 

Article 14

Qualifiers of stage one examinations shall be issued a qualification certificate from the MOEX; qualifiers of stage two examinations shall be reported to the Examination Yuan by the MOEX for the issuance of a qualification certificate, and shall also be reported to the Ministry of Health and Welfare.

 

Article 15

These Regulations shall come into effect upon promulgation.

 

In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
