The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.
Article 2
The Senior Professional and Technical Examinations for Medical Personnel (the “Examinations”) consist of the following categories:
1.Medical technologist exam
2.Medical radiation technologist exam
3.Registered professional nurse exam
4.Physical therapist exam
5.Occupational therapist exam
6.Registered professional midwife exam
Article 3
The Examinations are held annually; temporary examinations may be held when deemed necessary.
Article 4
Examinations are conducted in written form.
Article 5
No candidate who is disqualified from practicing as a medical technologist according to the Medical Technologists Act, as a medical radiation technologist according to Medical Radiation Technologists Act, as a professional nurse according to the Nursing Personnel Act, as a physical therapist according to the Physical Therapists Act, as an occupational therapist according to the Occupational Therapists Act, or as a professional midwife according to the Midwifery Personnel Act, or who is ineligible to take national examinations according to other laws and regulations may take the corresponding exams.
Article 6
R.O.C. nationals that satisfy any eligibility requirements stipulated in Appendix 1 may sit the Examinations.
Article 7
Examination subjects for each category and question types shall accord with stipulations in Appendix 2.
Article 8
R. O. C. citizens who meet eligibility requirements stipulated in Appendix 1, Subparagraph 1 for medical technologist, registered professional nurse, or registered professional midwife exams and who have also passed a Level 3 Civil Service Examination or a special examination for public medical personnel at an equivalent level may apply for a full exemption from the corresponding exam category.
The applications shall be reviewed by a committee established by the MOEX. Results of the review will be approved by the MOEX and reported to the Examination Yuan for record.
The effective date of the qualification certificate of the Examinations for applicants who are granted a full examination exemption should be the date following the effective date of the applicant’s qualification certificate of the civil service examination.
The first paragraph remains effective until December 31, 2021.
Article 9
When registering, candidates should submit the following documents and fees by mail:
1.Registration form.
2.Proof of exam eligibility.
3.Copy of citizen identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter “Overseas Missions”) proving them to be R.O.C. nationals residing in a foreign country.
4.A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.
5.Registration fee.
6.Other relevant verification documents.
Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the MOEX registration website.
Article 10
According to stipulations of Article 8, candidates should submit the following documents and fees when applying for full exemption from the Examinations:
1. Full exemption application form.
2. Eligibility verification documentation.
3. Copy of citizen identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council or submit their valid ROC passport with approval from overseas missions proving them to be ROC nationals residing in a foreign country.
4. A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.
5. Application fee for full exemption from examination.
Candidates may apply for a full exam exemption by mail at any appropriate time.
Article 11
For all submissions of foreign diploma, certificate of degree, full transcripts of studies, credit verification, copy of regulation or any other relevant verification documents, the original copy must be provided along with mandarin translations and copy of verification from overseas missions or with mandarin translations verified by a domestic public notary.
The submission of original copies of the abovementioned documents may be replaced with copies verified, by overseas missions, and also, by local public notaries to be exactly identical to the original copy.
Article 12
Qualification standard for all categories of the Examinations is set at total subject score of 60 points.
The calculation of the abovementioned total subject score refers to the average score of all examination subjects.
If the examinee were to receive a zero point score for any one subject, or were to receive a score below 60 points in the neurological physical therapy, orthopedic physical therapy, and cardiovascular/pulmonary and pediatric physical therapy subjects under the physical therapist category, or in the occupational therapy for physical dysfunction, occupational therapy and mental health, and occupational therapy for children subjects under the occupational therapist category, he/she shall be regarded as disqualified. Missing attendance at any examination subject shall result in a zero point score.
Article 13
Foreign candidates who meet eligibility requirements stipulated in Appendix 1 Subparagraphs 1 or 2 for the registered professional midwife exam, or eligibility requirements stipulated in Subparagraph 1 for the medical technologist exam, registered professional nurse exam, or eligibility requirements for medical radiation technologist exam, physical therapist exam, or occupational therapist exam and who do not meet any of the conditions set out in Article 5 may take the corresponding exam.
Article 14
Examination results shall be reported by the MOEX to the Examination Yuan for the issuance of qualification certificates. The Ministry of Health and Welfare shall be duly informed in writing. Applicants who are granted a full examination exemption shall be deemed as passing candidates.
Article 15
These Regulations shall come into effect upon promulgation.
In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
