The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.


Article 2

The Junior Professional and Technical Examinations for Tour Managers (hereinafter the Examinations) consist of the following two categories:

1.Foreign-language tour managers exam

2.Chinese-language tour managers exam


Article 3

The Examinations are held annually; additional or cancellation of examinations may be conducted as deemed necessary. 


Article 4

Persons who meet circumstances as stipulated in the Regulations Governing Tour Managers to be ineligible for application as a tour manager, or who meet circumstances as stipulated in other regulations to be ineligible of sitting in national examinations, may not sit the Examinations.


Article 5

ROC nationals, who meet any one of the following qualification standards, may apply to participate in the Examinations:

1.Persons who have graduated and hold a diploma from public or registered private high schools or vocational high schools;

2.Persons who have passed Elementary Examinations or Special Examinations of equivalent level, and have subsequently been employed in related positions for no less than four years, and hold documentary evidence to this effect;

3.Persons who have qualified in Junior or Senior Qualification Examinations.


Article 6

The Examinations are conducted in written form.


Article 7

Examination subjects of the foreign-language tour manager category include the following:

1. Practice of Tour Managers I (including tour manager skills, ticketing affairs, first aid general knowledge, security and crisis management, and international etiquette);

2. Practice of Tour Managers II (including tourism laws, entry and exit related regulations, foreign exchange related knowledge、Civil Code Tourism Obligations and Foreign Travel Adhesion Contract, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, and current cross-strait relations);

3. Introduction to Tourism Resources (including Taiwan history, Taiwan geography, preservation of tourism resources);

4. Foreign languages (examinees may choose to answer the examination in any one of the following languages: English, Japanese, French, German, and Spanish)

Candidates who have passed and have obtained examination qualification certificates for the foreign language tour manager or mandarin language tour manager categories, and apply again for the foreign-language tour manager examination category, may be exempt from all subjects of the written examination except the foreign languages subject.

Questions for the examination subjects in Item 1 of the preceding paragraph are all multiple choice questions.


Article 8

Examination subjects of the Chinese-language tour manager category include the following:

1. Practice of Tour Managers I (including tour manager skills, ticketing affairs, first aid general knowledge, security and crisis management, and international etiquette);

2. Practice of Tour Managers II (including tourism laws, entry and exit related regulations, foreign exchange related knowledge、Civil Code Tourism Obligations and Foreign Travel Adhesion Contract, the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, and current cross-strait relations);

3. Introduction to Tourism Resources (including Taiwan history, Taiwan geography, preservation of tourism resources);

Questions for the abovementioned examination subjects are all multiple choice questions.


Article 9

When registering, candidates should submit the following documents and fees by mail:

1.Registration form.

2.Proof of exam eligibility.

3.Copy of citizen identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter “Overseas Missions”) proving them to be R.O.C. nationals residing in a foreign country.

4.A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.

5.Registration fee.

Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the registration website of the Ministry of Examination (MOEX).


Article 10
All required verification documents, such as foreign graduate certificates or diplomas, must be submitted in their original copies, along with copies and Chinese translated versions approved by overseas missions or Chinese translated versions recognized by a domestic notary public.
Original copies of the aforementioned verification documents may be replaced by copies approved by local legal notary public to be exactly the same as the original, and must also be approved by overseas missions.


Article 11

The final total score of the mandarin-language tour manager category shall becalculated according to the average score of all examination subjects, with the qualification standard set at 60 points. If any subject of the examination were to receive a zero point score, the examinee would be regarded as disqualified. Missing attendance at any examination subject would result in a zero point score.
The final total score of the foreign-language tour manager category shall be calculated according to the average score of all examination subjects, with the qualification standard set at 60 points. If any subject of the examination were to receive a zero point score, or if the foreign-language subject score was below 50 points, the examinee would be regarded as disqualified. Qualification standard for examinees of partial subject exemption is set at 60 points in the foreign language examination subject. Missing attendance would result in a zero point score.


Article 12

Foreigners that satisfy any qualification standard stipulated in Article 5, Subparagraphs 1 and 2 and are not of circumstances stipulated in Article 4 may sit this Examination.


Article 13

Qualifiers of the Examinations shall be reported to the Examination Yuan by the MOEX for the issuance of a qualification certificate, and shall also be reported to the Tourism Bureau of the Ministry of Transportation and Communication. Qualification certificate of foreign-language tour managers’ examination should specify the examination language.


Article 14

These Regulations shall come into effect upon promulgation.

In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
