The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

The Senior Professional and Technical Examinations for Engineers (hereinafter the “Examinations”) are categorized as follows:

1.Civil engineer exam

2.Hydraulic engineer exam

3.Structural engineer exam

4.Geotechnical engineer exam

5.Survey engineer exam

6.Environmental engineer exam

7.Urban planning engineer exam

8.Mechanical engineer exam

9.Refrigeration and air-conditioning engineer exam

10.Naval architecture engineer exam

11.Electrical engineer exam

12.Electronic engineer exam

13.Information engineer exam

14.Aeronautical engineer exam

15.Chemical engineer exam

16.Industrial engineer exam

17.Industrial safety engineer exam

18.Occupational hygienist exam

19.Textile engineer exam

20.Food technologist exam

21.Metallurgical engineer exam

22.Agronomist exam

23.Horticultural technologist exam

24.Forestry technologist exam

25.Livestock technologist exam.

26.Fishing technologist exam.

27.Aquacultural technologist exam

28.Soil and water conservation engineer exam

29.Mining engineer exam

30.Applied geological engineer exam

31.Mining safety engineer exam

32.Transportation engineer exam.

Geotechnical engineer exams held after July 8, 2021 is subject to new rules.

 

Article 3

The Examinations are category-specific and may be held either annually or biennially. Whether or not exams will be held and the number of exams is subject to requirements of each respective category.

The exams should be announced one year before the scheduled exam date.

 

Article 4

Those who are disqualified from practicing as engineers according to the Professional Engineers Act or who are ineligible to take national examinations according to other laws and regulations may not take the Examinations.

 

Article 5

R.O.C. citizens who meet any eligibility requirement of the respective categories set out in Appendix 1 may take the Examinations:

 

Article 6

R.O.C. citizens who meet any of the following may apply for a partial examination exemption:

1.Are eligible as per Subparagraphs 1 or 2 of the respective categories in Appendix 1 and have worked in that specific field with excellent performance for the following period of time in government agencies, public schools, state-run businesses, or private businesses which are legally incorporated and registered in the R.O.C. and hold documents proving the service and performance:

(1)three years (with a master’s degree)

(2)four years (with a bachelor’s degree)

(3)five years (graduated from a junior college)

2.Are eligible as per Subparagraphs 1 or 2 of the respective categories in Appendix 1 and have taught at least two subjects outlined in Subparagraph 2 at a public or a registered private university or junior college of the R.O.C as Lecturer for more than three years, as Assistant Professor or Associate Professor for more than two years, or as Professor for more than one year. Seniority for adjunct positions shall be measured as half the total length of employment.

3.Hold an equivalent qualification certificate issued by a foreign government agency that is recognized by the MOEX and hold documents proving the eligibility.

4.Are eligible as per Subparagraphs 1 or 2 of Appendix 1, have passed Level Three Civil Service Senior Examination in the equivalent category, and have worked in the specific field with excellent performance in government agencies, public schools, or state-run businesses for more than three years with documents proving service.

Applicants for a partial exemption shall obtain the required qualification before the exam registration starts and shall submit documents proving their qualification for the exemption.

Applicants who meet requirements set out in Paragraph 1, Subparagraph 4 shall submit application for a full exemption by December 31, 2022.

 

Article 7

Candidates who apply for a partial examination exemption according to Article 6, Paragraph 1, Subparagraph 1 shall submit the following documents:

1.Proof of exam eligibility.

2.Proof of seniority at positions related to the specific field. Documents submitted for review should specify the period of the employment, task/project names, location, area, task/project type, responsible areas during the projects, and the duration of the projects.

3.Work performance record of 80 points or higher for one year and no lower than 70 points in other years.

Candidates who apply for a partial examination exemption according to Article 6, Paragraph 1, Subparagraph 2 should submit the following documents:

1.Proof of exam eligibility.

2.Certificate issued by the R.O.C. Ministry of Education as Lecturer, Assistant Professor, Associate Professor, or Professor.

3.Employment contract.

4.Certificate issued by the school indicating that the candidate has taught the subjects as required.

Candidates who apply for a partial examination exemption according to Article 6, Paragraph 1, Subparagraph 3 should submit the following documents:

1.Qualification certificate of the specific field issued by a foreign government agency.

2.A copy of regulations applicable to the issuance of such certificate.

3.Documents submitted for the qualification, including documents of educational and professional background and academic transcript.

Candidates who apply for a partial examination exemption according to Article 6, Paragraph 1, Subparagraph 4 should submit the following documents:

1.Proof of exam eligibility.

2.Qualification certificate of the Level Three Civil Service Senior Examination in the same category.

3.Proof of seniority at the specific field for three years or more. Documents submitted for review must specify the period of the employment, task/project names, location, area, task/project type, responsible areas during the projects, and the duration of the projects.

4.Work performance record of 80 points or higher for one year and no lower than 70 points in other years.

 

Article 8

Applications for a partial or full examination exemption according to Article 7 or Article 8 will be reviewed by the following committees established by the MOEX for the respective categories. Results of the review shall be approved by the MOEX and reported to the Examination Yuan:

1.Civil Construction and Engineering Qualification Exam Review Committee: civil engineer exam, hydraulic engineer exam, structural engineer exam, geotechnical engineer exam, survey engineer exam, urban planning engineer exam, soil and water conservation engineer exam, and transportation engineer exam.

2.Mechatronic Engineering Qualification Exam Review Committee: mechanical engineer exam, refrigeration and air-conditioning engineer exam, naval architecture engineer exam, electrical engineer exam, electronic engineer exam, information engineer exam, aeronautical engineer exam, and industrial engineer exam.

3.Environmental Engineering, Industrial Safety, and Mining Qualification Exam Review Committee: environmental engineer exam, chemical engineer exam, industrial safety engineer exam, occupational hygienist exam, textile engineer exam, metallurgical engineer exam, mining engineer exam, applied geological engineer exam, and mining safety engineer exam.

4.Agriculture, Forestry, Fishing, and Animal Husbandry Qualification Exam Review Committee: food technologist exam, agronomist exam, horticultural technologist exam, forestry technologist exam, livestock technologist exam, fishing technologist exam, and aquacultural technologist exam.

Candidates who are granted a partial exam exemption will receive proof of the exemption eligibility issued by the MOEX.

 

Article 9

The Examinations are administered in written format. Exam subjects and format of the respective categories shall be according to Appendixes 2, 3, 4, and 5.

Exam subjects for candidates who meet any eligibility requirements set out in Subparagraphs 1 to3 in Appendix 1 of Article 5 are stipulated in Appendix 2.

Exam subjects for candidates who have been granted a partial exam exemption according to Article 6, Paragraph 1, Subparagraphs 1 and 2 are stipulated in Appendix 3.

Exam subjects for candidates who have been granted a partial exam exemption according to Article 6, Paragraph 1, Subparagraph 3 are stipulated in Appendix 4.

Exam subjects for candidates who have been granted a partial exam exemption according to Article 6, Paragraph 1, Subparagraph 4 are stipulated in Appendix 5.

 

Article 10

The passing score for the Examinations is 60 points across all exam subjects. In situation where the number of examines receiving 60 points is lower than 16% of test takers who complete all exam sessions, test takers whose scores place them within the top 16% of all test takers, who receive a minimum overall score of 50 points, and who do not receive a zero point in any exam subject will pass.

Exam takers who receive a grade of zero on any one of the exam subjects will not pass.

The number of passing examinees shall be rounded to the nearest whole number.

The overall score is calculated as the average score across all exam subjects. Same rules apply to those who have been granted a partial exam exemption. Absence from an exam session will result in a grade of zero for that exam.

 

Article 11

Foreign candidates who meet the eligibility requirement set out in Articles 5, Appendix 1, Subparagraph 1 or 2 may take the Examination and may apply for a partial exemption according to Article 6, Paragraph 1, Subparagraphs 1 to 3.

 

Article 12

Foreign candidates with a professional certificate issued by their nations and who are recognized by the professional competent authority of the R.O.C. on the reciprocal basis may apply for a partial exemption.

Exam subjects for foreign candidates who have been granted a partial exam exemption are as stipulated in Appendix 6. The exam method may include the written exam, the oral exam, educational and professional experience review or other appropriate methods based on the concept of reciprocity.

In situation where questions of the test subjects are originally in Chinese, English version should be provided and the candidates may choose to answer in Chinese or English.

 

Article 13

Examination results shall be reported by the MOEX to the Examination Yuan for the issuance of qualification certificates. The professional competent authorities of the R.O.C. shall be duly informed in writing. Applicants who are granted a full examination exemption shall be deemed as passing candidates.

 

Article 14

These Regulations shall come into effect upon promulgation.

 

In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
