The text of these Regulations is as follows:
Article 1
These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.
Article 2
Junior Professional and Technical Examination for Land Administration Agents (hereinafter “the Examination”) is administered annually or biennially.
Article 3
Those who are disqualified from practicing as land administration agents according to the Land Administration Agent Act or who are ineligible to take national examinations according to other laws and regulations may not take the Examination.
Article 4
R.O.C. nationals who meet any of the following eligibility requirements may take the Examination:
1. Have graduated from a public or registered private senior high school or vocational high school, or a foreign school at an equivalent level.
2. Have passed a national senior or junior qualifying examination.
3. Had been providing the professional service of land registration before the promulgation of the amendment to Article 37-1 of the Land Administration Agent Act on December 29, 1989 and had continued to provide the service afterwards without obtaining the professional certificate and have documents issued by land administration authorities proving the practice.
Article 5
R.O.C. nationals who meet any of the following eligibility requirements may apply for a partial exemption from the Examination:
1.Have graduated from a division, department, graduate institute, or degree program in land economics, land resources, land management, law, real estate management, real estate and built environment, land management and development, or asset (management) science at a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education, and must have passed a Level Three Civil Service Senior Examination or an equivalent-level Special Examination for the land administration or land economics categories and served more than one year in land economics affairs in a land administration agency with documents proving the service.
2.Have graduated from a division, department, graduate institute, or degree program in land economics, land resources, land management, law, real estate management, real estate and built environment, land management and development, or asset (management) science at a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education, and must have passed a Civil Service Junior Examination or an equivalent-level Special Examination for the land administration or land economics categories and served more than three years in land economics affairs in a land administration agency with documents proving the service.
3.Have graduated from a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education and have taken both Land Act and land registration courses and at least two of the four courses -- Civil Code, land administration, land tax, land survey -- for a total of 12 credits or more and must have passed a Level Three Civil Service Senior Examination or an equivalent-level Special Examination for the land administration or land economics categories and served more than one year in land economics affairs in a land administration agency with documents proving the service.
4.Have graduated from a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education, and have taken both Land Act and land registration courses and at least two of the four courses -- Civil Code, land administration, land tax, land survey -- for a total of 12 credits or more and must have passed a Civil Service Junior Examination or an equivalent-level Special Examination for the land administration or land economics categories and served more than three years in land economics affairs in a land administration agency with documents proving the service.
Candidates who meet the criteria in Paragraph 1 of this article and who have passed a Civil Service Junior, Senior, or equivalent-level Special Examination for the land administration or land economics categories before the promulgation of the amendment to these Regulations on April 22, 2019 may apply for a full exemption from the Examination before April 24, 2022. Applications will not be accepted after the deadline.
Article 6
Candidates who apply for a partial or full examination exemption in accordance with Article 5 should submit the following documents and fees:
1.Registration form.
2.Proof of exam eligibility.
3.Copy of national identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter “Overseas Missions”) proving them to be R.O.C. nationals residing in a foreign country.
4.A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.
5.Registration fee.
Article 7
Candidates who apply for a partial or full examination exemption in accordance with Article 5, Paragraph 1, Subparagraphs 1 or 2 should submit the following documents:
1.Diploma or certificates of degree.
2.Exam qualification certificates.
3.Documents issued by the land administration agency where the candidate has served certifying the candidate's seniority.
Candidates who apply for a partial or full examination exemption in accordance with Article 5, Paragraph 1, Subparagraphs 3 or 4 should submit the following documents:
1.Diploma or certificates of degree.
2.Academic transcripts or credit verification.
3.Exam qualification certificates.
4.Documents issued by the land administration agency where the candidate has served certifying the candidate's seniority.
Article 8
Applications for a partial or full exam exemption will be reviewed by a committee established by the Ministry of Examination (MOEX). Results of the review are approved by the MOEX and reported to the Examination Yuan for record.
Candidates who are granted a partial exam exemption will receive proof of the exemption issued by the MOEX.
Article 9
The Examination is administered in written format and the exam subjects include general and professional subjects:
1. General subject:
(1) Chinese (essay)
2. Professional subjects:
(2) Civil Code and Trust Law.
(3) Land laws.
(4) Land registration practice.
(5) Land tax laws.
All exam subjects consist of essay questions.
Candidates who have been granted a partial exam exemption according to Article 5, Paragraph 1 are exempt from the exam subjects: Chinese (essay), land laws, and land registration practice.
Article 10
When registering, candidates should submit the following documents and fees:
1.Registration form.
2.Proof of exam eligibility.
3.Copy of national identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council or submit their valid R.O.C. passport with approval from an Overseas Mission proving them to be R.O.C. nationals residing in a foreign country.

Candidates who register with a partial exam exemption shall submit proof of exemption.
Article 11
For submissions of overseas documents according to Article 6 and Article 10 including diplomas, certificates of degree, academic transcripts, credit verification, copies of regulations, or other relevant verification documents, original documents must be provided along with Chinese translations and copies of verification from overseas missions or from a domestic public notary.
Original copies of the abovementioned documents may be replaced with copies that have been verified to be identical to the original by both a local public notary and an Overseas Mission.
Article 12
The passing score for the Examination is 60 points across all exam subjects. Exam takers who receive a grade of zero on any one of the exam subjects or who receive an average score on the four professional subjects of less than 50 points will not pass. Absence from an exam session will result in a grade of zero for that subject.
The passing score in the preceding paragraph is defined as the combined score of both general and professional exam subjects. The score on the general subject is calculated as Chinese score x 10%; the score on the professional subjects is calculated as the average score on the four professional exam subjects x 90%. For those who do not sit for the general subject, the score is the average score of all professional exam subjects tested.
Article 13
Foreign candidates who meet eligibility requirements set out in Article 4, Subparagraph 1 may take the Examination.
Article 14
The list of candidates passing the Examination will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of the Interior for reference. So will be the list of candidates who obtain a full exemption.
Article 15
These Regulations shall come into effect upon promulgation.
In case of any discrepancy between the English version and the Chinese version, the latter shall prevail.
