The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

Senior Professional and Technical Examination for Realty Appraisers (hereinafter "the Examination") is administered annually.

 

Article 3

The Examination is administered in written format.

 

Article 4

Candidates who meet conditions set out in Article 4 of the Real Estate Appraiser Act shall not take the Examination.

 

Article 5

R.O.C. citizens who meet any of the following eligibility requirements may take the Examination:

Have graduated from a public or registered private junior college or above in the R.O.C or a foreign junior college or above recognized by the R.O.C. Ministry of Education, and have taken courses in real estate or land appraisal theories and practice and at least one course for each of following fields. A maximum of three credits may be counted for each course; at least six courses must be taken for a total of 18 credits or more.

Real estate laws and regulations: land expropriation; planning laws, urban (and regional) planning laws, or real estate development and management regulations; real estate laws or land regulations; tax laws, tax affairs laws, real estate tax (laws), or land tax (laws); real estate transaction laws; real estate brokering laws; Civil Code, introduction to Civil Code, or Rights in Rem of the Civil Code; land registration (practice); real estate appraisal regulations

Real estate laws and regulations: real estate development, land development (and use), or land use; land use planning (and restrictions), land (zoning) use restrictions; (introduction to) urban planning or (introduction to) regional and urban planning; land consolidation, urban land consolidation, or farmland consolidation; urban renewal; building codes, construction laws, or construction technical regulations; introduction to architecture or building structure; building construction, architectural design, building techniques, basic engineering, or reinforced concrete (design and construction); cadastral management, constructional (improvement) appraisal; agricultural (improvement) appraisal; special land appraisal; construction (and) estimate, construction planning and estimating, civil engineering estimate, or civil and construction engineering estimate

Real estate investment and market: real estate management, land management, or building management; real estate investment (and management); real estate market, real estate market analysis, real estate market research, or real estate market research and analysis; real estate finance or land finance; (real estate) financial analysis; (real estate) financial management; accounting; statistics

Real estate economics: real estate economic analysis or land economics and analysis; economics, macroeconomics, or microeconomics; real estate economics or land economics

Have graduated from a department, division, graduate institute, or degree program in fields related to real estate appraisal at a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education. The department, division, graduate institute, or degree program in related fields refer to those providing required courses which comply with the requirements in subparagraph 1 and have been approved by the MOEX.

 

Article 6

Exam subjects are divided into general and professional subjects:

1. General subject:

(1) Chinese (essay)

2. Professional subjects:

(2) Rights in Rem of the Civil Code and real estate laws and regulations

(3) Land use laws and regulations

(4) Real estate investment analysis

(5) Real estate economics

(6) Real estate appraisal theories

(7) Real estate appraisal practice

Exam subjects in the preceding paragraph consist of essay questions.

 

Article 7

When registering, candidates should submit the following documents and fees by mail:

Proof of exam eligibility

Copy of national identification card Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter "Overseas Missions") proving them to be R.O.C. nationals residing in a foreign country.

A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.

Registration fee

Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the MOEX registration website.

 

Article 8

For submissions of overseas documents including diplomas, certificates of degree, academic transcripts, credit verifications, or other relevant verification documents, original documents must be provided along with Chinese translations and copies of verification from overseas missions or from a domestic public notary.

Original copies of the abovementioned documents may be replaced with copies that have been verified to be identical to the original by both a local public notary and an Overseas Mission.

 

Article 9

To pass the Examination, candidates must obtain a final score of 60 points or more.

The final score is calculated as the combined score of both general and professional exam subjects. The score on the general subject is calculated as Chinese score x 10%; the score on the professional subjects is calculated as the average score on the professional exam subjects x 90%.

Exam takers who receive a grade of zero on any one of the exam subjects or who receive an average score on the professional subjects of less than 50 points will not pass. Absence from an exam session will result in a grade of zero for that subject.

 

Article 10

Article 11

Foreign candidates who meet eligibility requirements set out in Article 5 and who do not meet conditions set out in Article 4 may take the Examination.

 

Article 12

The list of candidates passing the Examination will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of the Interior for reference.

 

Article 13

These Regulations shall come into effect upon promulgation.
