The text of these Regulations is as follows:

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

Article 2

The term "marine pilot" in these Regulations refers to one who operates vessels in ports, coastal waters, inland waters, inland rivers, or lakes in the Republic of China.

Article 3

The Senior Professional and Technical Examination for Marine Pilots (hereinafter "the Examination") consists of the following categories:

1. Class A maritime pilot exam

2. Class B maritime pilot exam

Article 4

The Examination is administered at multiple locations depending on pilotage districts.

Article 5

The Examination includes a written session, an oral session, and a physical fitness test.

Article 6

Candidates who meet conditions set out in Article 13 of the Pilotage Law shall not take the Examination.

Article 7

R.O.C. citizens under the age of 50 who meet any of the eligibility requirements in Appendix 1 may take the Examination.

Article 8

Written exam subjects and question formats are set out in Appendix 2.

Article 9

All oral examinations are conducted individually. Oral examination criteria and weightings are as follows:

1. Perspectives and experience (including piloting or navigation experience): 40 points

2. Technical proficiency (including essential piloting skill sets): 30 points

3. English speaking skills (including tone of voice, organization, and communication): 30 points

Article 10

The physical fitness test consists of a pilot ladder climb. To pass, candidates must ascend and descend a 9-meter rope ladder using bare hands. This test must be completed correctly and safely in no more than 60 seconds. Rules:

1. Ascent: The test time starts when one foot is placed on the first rung of the ladder. Candidates are required to ascend the ladder until both feet step on the 9-meter mark before they can descend.

2. Descent: The test time ends when both feet rest on the first rung of the ladder.

3. Candidates who fail the test or do not comply with the rules on the first attempt may make another attempt.

Article 12

When registering, candidates should submit the following documents and fees by mail:

1. Registration form

2. Proof of exam eligibility

3. Copy of national identification card Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter “Overseas Missions”) proving them to be R.O.C. nationals residing in a foreign country.

4. A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.

5. Registration fee

Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the MOEX registration website.

Article 13

To pass the Examination, candidates must obtain a final score of 60 points or higher. The final score is calculated with a 90% score weight on the written exam and 10% score weight on the oral exam. The written exam score is determined using the average score of all written exam subjects. Candidates will not pass the Examination if they receive a grade of zero on any exam subject, a score lower than 60 points on the knowledge of local waterways and harbors, piloting, or ship maneuvers sections, receive a grade lower than 60 points on the oral exam, or fail the physical fitness test. Absence from an exam session will result in a grade of zero for that subject.

Article 14

Candidates who pass the Examination are required to attend a training program to complete the qualification process. The list of qualified candidates will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of Transportation and Communications (MOTC) for reference. This training program is conducted in accordance with the Employment Training Regulations for Qualified Maritime Pilots.

Article 15

Pilots with a qualification and practicing certificates who have completed an internship as a harbor or waterway dredger or who demonstrate outstanding performance may apply to have their familiarity with specific harbors or pilotages noted on their qualification certificate. Applications should be sent to the MOTC, who will forward applications to the MOEX and to the Examination Yuan.
