The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

The term "ship surveyor" in these Regulations refers to one who specializes in ship examination and verification and who is also responsible for endorsing documents.

 

Article 3

Senior Professional and Technical Examination for Ship Surveyors ("the Examination") is administered annually or biennially.

 

Article 4

Article 5

The Examination is administered in written format.

 

Article 6

Candidates who meet conditions set out in Article 87 of Law of Ships shall not take the Examination.

 

Article 7

R.O.C. citizens who meet any of the following eligibility requirements may take the Examination:

Have graduated from a department, division, graduate institute, or degree program in shipbuilding, shipbuilding engineering, marine propulsion, marine propulsion engineering, marine propulsion technology, ship mechanical engineering, mechanical and marine propulsion engineering, systems engineering and shipbuilding, shipbuilding and marine engineering, shipbuilding and ship mechanical engineering, mechanical engineering, electrical engineering, engineering science and marine engineering, systems and ship mechatronic engineering at a public or registered private junior college or above in the R.O.C or at a foreign junior college or above recognized by the R.O.C. Ministry of Education and have worked in fields related to ship survey for three years or longer or in fields related to ship, marine propulsion, or ship mechatronic engineering for five years or longer with documents proving the experience.

Have worked in fields related to ship, marine propulsion, ship mechatronics for three years or longer after receiving the certificates for shipbuilding engineers, mechanical engineers, or electronic engineers with documents proving the experience.

Have worked as first-class (or class A) master or chief engineer for two years or longer after receiving first-class (or class A) master or chief engineer qualification certificates or competency certificates for first-class (or class A) masters or chief engineers; or have worked as second-class (or class B) master or chief engineer for four years or longer after receiving second-class (or class B) master or chief engineering qualification certificates or competency certificates for second-class (or class B) masters or chief engineers.

Have served the position of chief engineer for two years or longer as Marine Corps Captain at a class 3 or higher military vessel, with documents issued by the Navy Command Headquarters proving the experience.

Article 8

The exam subjects include:

Ship survey -- including: (1) classification; (2) electric welding; (3) in-construction survey; (4) load lines planning; (5) International Convention for the Safety of Life at Sea; (6) tonnage measurement; (7) mooring and cargo handling gear; (8) special, periodic, and temporary survey for existing ships; (9) International Regulations for Preventing Collisions at Sea; and (10) International Convention for the Prevention of Pollution from Ships.

Engine survey -- including: (1) material inspection; (2) boilers and pressure vessels; (3) main engine; (4) auxiliary machinery; (5) shafting and propulsors; (6) pumps, valves, and pipelines; (7) ventilation and cold storage; (8) trial; and (9) contamination control.

Shipbuilding principles -- including (1) ship type and tonnage; (2) transverse stability and longitudinal stability; (3) damage stability and subdivision; (4) docking and launching; (5) structure and intensity; (6) resistance and propulsion; and (7) kinematic and maneuvering.

Engine engineering -- including: (1) diesel engines; (2) steam turbine; (3) gas turbines; (4) boilers and pressure vessels; (5) pumps and valves; (6) cable lifters, steering engines, and cargo winches; (7) refrigeration installation; shafting and propulsors; (6) pumps, valves, and pipelines; (7) cold storage; (8) ventilation equipment; and (9) contamination prevention equipment.

Electrotechnology -- including (1) electric circuit and automatic control; (2) electrical equipment; (3) basic electronics; and (4) wireless communication.

Professional English.

All exam subjects in the preceding paragraph consist of essay questions.

Starting on January 1, 2016, the exam subjects are as follows:

Ship survey -- including: (1) classification; (2) electric welding; (3) in-construction survey; (4) load lines planning; (5) International Convention for the Safety of Life at Sea; (6) tonnage measurement; (7) mooring and cargo handling gears; (8) special, periodic, and temporary survey for existing ships; (9) International Regulations for Preventing Collisions at Sea; and (10) International Convention for the Prevention of Pollution from Ships.

Engine survey -- including: (1) material inspection; (2) boilers and pressure vessels; (3) main engine; (4) auxiliary machinery; (5) shafting and propulsors; (6) pumps, valves, and pipelines; (7) ventilation and cold storage; (8) trial; and (9) contamination control.

Shipbuilding principles -- including (1) ship type and tonnage; (2) buoyancy and stability; (3) damage stability and subdivision; (4) docking and launching; (5) structure and intensity; (6) resistance and propulsion; and (7) kinematic and maneuvering.

Engine engineering -- including: (1) diesel engines; (2) boilers and pressure vessels; (3) pumps and valves; (4) cable lifters and steering engines; (5) cold storage; (6) ventilation equipment; and (7) pollution prevention equipment.

Marine electricity -- including (1) ship electric circuit; (2) ship electrical equipment; (3) ship electrical inspection; and (4) wireless communication equipment inspection.

Professional English.

 

Article 9

When registering, candidates should submit the following documents and fees by mail:

Registration form.

Proof of exam eligibility.

Copy of national identification card. Overseas Chinese should submit their Overseas Chinese Identity Certificate issued by the Overseas Community Affairs Council, or submit their valid R.O.C. passport with approval from an overseas embassy or consulate, representative office, economic and cultural office, or other agency authorized by the Ministry of Foreign Affairs (hereinafter "Overseas Missions") proving them to be R.O.C. nationals residing in a foreign country.

A 2.5-cm by 3.5-cm close-up photograph showing the head and top of the shoulders. Head coverings should not be worn and the photo should be taken within one year.

Registration fee.

Documents and fees for online registrations should be submitted in accordance with guidelines found in the Examination Information Pack and on the MOEX registration website.

 

Article 10

For submissions of overseas documents including diplomas, certificates of degree, academic transcripts, credit verifications, copies of regulations, or other relevant verification documents, original documents must be provided along with Chinese translations and copies of verification from overseas missions or from a domestic public notary.

Original copies of the abovementioned documents may be replaced with copies that have been verified to be identical to the original by both a local public notary and an Overseas Mission.

 

Article 11

To pass the Examination, candidates must obtain a final score of 60 points or more. However, in situations where the number of exam takers with a final score of 60 points or higher is less than the top 16% of all exam takers across all exam subjects, the number of passing candidates should be the top 16% of all exam takers and should be rounded to the nearest whole number. If two or more examinees at the cutoff level have the same score, both or all will pass.

The final score in the preceding paragraph is defined as the average score of all exam subjects.

Exam takers who receive a grade of zero on any one of the exam subjects or who receive a final score of less than 50 points will not pass. Absence from an exam session will result in a grade of zero for that subject.

Article 13

The list of candidates passing the Examination will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of Transportation and Communications for reference.

 

Article 14

These Regulations shall come into effect upon promulgation.
