The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

Junior Professional and Technical Examination for Customs Clearance Agents (hereinafter "the Examination") is administered annually.

 

Article 3

Those who are disqualified from practicing as customs clearance agents according to the Regulations Governing the Establishment and Management of Customs Brokers or who are ineligible to take national examinations according to other laws and regulations may not take the Examination.

 

Article 4

R.O.C. citizens who meet any of the following eligibility requirements may take the Examination:

Have graduated from a public or registered private senior high school or vocational high school, or a foreign school at an equivalent level.

Have passed a national senior examination or junior qualification examination.

 

Article 5

The Examination is administered in written format and the exam subjects are as follows:

Professional English for customs affairs.

Laws and regulations on customs affairs.

Customs practice.

Tax regulations.

All exam subjects consist of essay and multi-choice questions.

 

Article 6

To pass the Examination, candidates must obtain a final score of 60 points or more. However, if the number of exam takers with a final score of 60 points or higher is less than the top 16% of all exam takers, candidates will be ranked in the order of their final score and the number of passing candidates will be the top 16% of all exam takers who receive a minimum final score of 50 points and no zero point on any subject. The passing score for the Examination will then be the score which the last candidate on the rank list receives.

Exam takers who receive a grade of zero will not pass.

If the number of the top 16% of all exam takers is not a whole number, the number of passing candidates should be rounded up to nearest number.

The final score is defined as the average score of all exam subjects. Absence from an exam session will result in a grade of zero for that subject.

 

Article 7

Foreign candidates who meet eligibility requirements set out in Article 4, Subparagraph 1 may take the Examination.

 

Article 8

The list of candidates passing the Examination will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of Finance for reference.

 

Article 9

These Regulations shall come into effect upon promulgation.
