Senior Professional and Technical Examinations Regulations for Public Health Specialists

Establishment promulgated on December 7, 2020, as per Kao-Tai-Zu-(1)-Yi-Zi Order No. 10900073311.

 

The text of these Regulations is as follows:

 

Article 1

These Regulations are established as per Article 11, Paragraph 1 of the Professional and Technical Personnel Examinations Act.

 

Article 2

Senior Professional and Technical Examination for Public Health Specialists (hereinafter "the Examination") is administered annually and may be held more or less frequently when necessary.

 

Article 3

R.O.C. citizens who meet any of the following eligibility requirements may take the Examination:

Have graduated with a diploma from a department, graduate institute, division, or degree program in public health at a public or registered private university or independent college in the R.O.C or at a foreign university or independent college recognized by the R.O.C. Ministry of Education.

Have graduated with a diploma from a department, graduate institute, division, or degree program in medical care or public health related fields at a public or registered private university or independent college in the R.O.C or at a foreign university or independent college recognized by the R.O.C. Ministry of Education and taken public health courses for 18 credits or more with supporting documents certified by the central competent authority.

Have graduated with a diploma from a department, graduate institute, division, or degree program in medical care or public health related fields at a public or registered private university or independent college in the R.O.C or at a foreign university or independent college recognized by the R.O.C. Ministry of Education and have at least three years of work experience in public health with supporting documents certified by the central competent authority.

 

Article 4

Those who are disqualified from practicing as public health specialists according to the Public Health Specialists Act or who are ineligible to take national examinations according to other laws and regulations may not take the Examination.

 

Article 5

The MOEX should establish a review committee to review inquiries about eligibility requirements and may seek assistance from experts when necessary. Review results should be approved by the MOEX and reported to the Examination Yuan for recordation.

 

Article 6

The Examination is administered in written format and the exam subjects are as follows:

Health regulations and ethics

Biostatistics

Epidemiology

Health administration and management

Environment and occupational health

Health and social behavior

All exam subjects consist of essay and multi-choice questions.

 

Article 7

To pass the Examination, candidates must earn a final score of 60 or above. Candidates who receive a grade of zero will not pass.

Absence from an exam session will result in a grade of zero for that subject.

The final score is defined as the average score of all exam subjects.

 

Article 8

Foreign candidates who meet eligibility requirements set out in Article 3 of these Regulations may take the Examination.

 

Article 9

The list of candidates passing the Examination will be submitted by the MOEX to the Examination Yuan for the issuance of qualification certificates and to the Ministry of Health and Welfare for reference.

 

Article 10

These Regulations shall come into effect upon promulgation.
